CIT and RNE discuss European GTCs

The Committee for International Rail Transport (CIT) and RailNetEurope met on 20 July in Vienna to resume discussions on the 2009 General Terms and Conditions (GTCs) for the use of infrastructure.

The two remaining chapters  – relating to the consequences of delay and disruptions, and of path cancellation – were dealt with. All participants clearly considered that it is in the interest of all parties to achieve legal certainty, whilst taking into account the legitimate economic interests of each of them.

One bone of contention remained: the difficult financial situation of Infrastructure Managers – whose income is limited by law. During the meeting, the CIT presented a proposal that could provide a basis for further discussion with RNE, as long as some form of mechanism can be found to contribute to financing this liability. The discussion will continue during the coming months.
