RNE Organisational Structure

The RNE business is driven by its members. To ensure a maximum of efficiency and commitment high-ranking managers of each RNE member – usually Members of the Board – come together in the RNE General Assembly to set the basic framework for RNE business and jointly define the main fields of action. These members also nominate the Managing Board. Daily business is run by the Joint Office, based in Vienna. Finally, Working Groups, Corridor Managers and a project organisation serve to fulfill the RNE’s aims.

RNE Membership Structure

RNE provides its members with different levels of membership:
  • full membership
  • associated membership and,
  • candidate status.
These different types of membership reflect the different national frameworks for the implementation of the EU directives regarding the separation of functions. Some Infrastructure Managers do not execute all Infrastructure Management-related core functions, such as the allocation of train paths. In such cases, the allocation bodies may become full members of RNE.

However, if other important functions, such as operations, are still located within other parts of the national railway sector, these bodies will have the possibility of becoming associated members of our association. Therefore the RNE statutes foresee the special status of associated membership. This, however, does not grant any voting rights.

The voting principle is: one vote per infrastructure and only full members are entitled to vote at the General Assembly.

Candidate membership usually is used by those companies who wish to get acquainted with RNE. This status does not grant any voting rights either and cannot be maintained for longer than one year. After that, the candidate status has to be transformed into full membership. Full membership grants voting rights. By the end of 2009, 35 IM enjoyed full membership status and were committed to being involved in RNE business to the highest extent.
